U.S. National Higher Education Internationalization Policy
An Historical Analysis of Policy Development between 2000 and 2019

The current study set out to identify and describe the actors who establish, develop, and maintain U.S. national higher education internationalization policy to better explain how policies have been constructed at the national level. In the context of globalization, this historical research inquiry aligns policy-making sectors horizontally; arranges policy strands vertically and, identifies factors which influenced the policy between 2000 and 2019.
