Author Guidelines

Higher Education Politics & Economics (HEPE) publishes research centering issues of politics and economics in higher education including both four-year and two-year institutions, as well as domestic and international institutions. The journal accepts a variety of manuscripts including empirical research papers, review articles, opinion pieces, and graduate student research in-progress. The journal’s audiences include academics, institutional leaders, policymakers and the public.

Submissions should be prepared according to the Publication Manual of the American Psychological Association (APA), Sixth Edition, including title page, abstract, keywords, in-text citations, pagination, headings, tables, figures, and reference list. Title page, references, tables, and figures are not included in the word count.

Authors are encouraged to review the journal's Aims & Scope, as well as the criteria used to evaluate manuscripts in our double-blind peer review process.

The following information will guide authors as they make a submission in the online system. You may begin your submission and return to edit it anytime until you decide to finalize the submission by clicking on the Finish Submission button.

Start Submission

Section. Select the Manuscript Type of the submission:

Submission Preparation Checklist. Verify compliance with the Submission Preparation Checklist.

Cover Letter. Submit a Cover Letter to the Editors in the Comments to Editor textbox.

Copyright. Agree to the journal's copyright license.

Upload Submission

Manuscript. Upload Manuscript as one document (.doc, .docx, or .rtf) that includes a title page, abstract, main article text, and reference list. Documents must be double-spaced with 1-inch margins and use 12-point Times New Roman font. Remove author(s) names, affiliation, country, and bio information, and remove all identifying information from the document. 

Tables and Figures. Upload tables as one document (.doc, .docx, or .rtf), if applicable. Upload figures as individual JPG or PNG files (300 dpi resolution). 

Enter Metadata

Title, Abstract, & Author Information. Enter title, 100-120 word abstract, and author(s) information, including name, institution/affiliation, country, and a short bio statement that describes the author(s) research interests. Indicate which author will handle correspondence.

Keywords & Subject Terms. Provide five to eight keywords for the submission. Authors are also encouraged to include at least one Subject Term from the ERIC Thesaurus.  

References. Cut-and-paste all references listed in the Reference List in main document to the References textbox. References must be cited in APA style, alphabetically by author and date. All references listed in the References list must appear in text, and all references cited in the text must appear in the References list.

Confirmation

Click “Finish Submission”. Authors will receive an email confirmation with a Submission Acknowledgement message and link to track the submission during the review process.

Manuscript Types

Research Papers (up to 20,000 words)

HEPE publishes peer-reviewed original empirical research.  Research may employ a variety of quantitative, qualitative, and mixed method approaches.  Single and multi-institutional studies are encouraged, as well as innovative or provocative approaches to research or the way research is reported.

Review Articles (3,000 – 8,000 words)

Review articles present critical evaluations of materials that have been previously published. Articles may include meta-analyses, policy analyses, and theoretical papers.  Review articles should include the following sections:  a) the issue being considered, b) summary of previous literature, c) discussion of relationships including inconsistencies, gaps, and disagreements.

Opinion Pieces (500 – 700 words)

Opinions are short, narrowly focused articles on issues of contemporary interest, viewpoints on published research, or emerging issues relevant to the readers of HEPE.  Consider reviewing the following article, Tips for Scholars Writing, for best practices in writing an opinion piece.

Graduate Research in Progress (1,000 – 5,000 words)

HEPE welcomes submissions from graduate students, including masters and doctoral level, wishing to submit preliminary findings from original research. These articles provide research findings and implications for scholars, practitioners, and policy makers.

Special Issues

Periodically, HEPE will solicit guest editors for submissions proposing special issues centering a current topic in higher education politics and economics that warrants comprehensive coverage.  Guest editors may choose to directly commission papers from colleagues in the field or they may choose to put out a call for papers. Guest editors will work with the editorial team to ensure adherence to timelines, style guidelines, and journal scope.

Submission Preparation Checklist

All submissions must meet the following requirements.

  • The submission represents an original work that has not been published elsewhere nor submitted to another journal for publication;
  • The submission indicates that the Institutional Review Board (IRB) human subjects approval was secured, or explain why it was not required;
  • The submission cites current theoretical and empirically-based literature;
  • The submission reports sample size, population, confidence interval, and effect size, if applicable;
  • The submission is written in language that is engaging, lively, and direct, using active voice whenever possible;
  • The submission includes tables and figures as separate files, if applicable;
  • The submission adheres to word count and APA stylistic and bibliographic requirements; and
  • All identifying information has been removed from all documents and file names.
